Dealer says car for sale was a stolen/recovered cat d. Thats ok. I understand.?

However he says it was scratched a lot by keys in this period but he stripped it to bare metal and resprayed it. Will this be ok or potential rust heap in time.Its about 30% cheaper than market value too.
Its a 2004 streetwise 37000 miles on ebay
Needs to be 30% or more cheaper as it will not be insurable to its normal market value.
If stripped to bare metal it will not be as good as a factory paint job which gets a lot better rustproofing than in a respray.
It could be a good respray

It’s the more desirable 5-speed Manual transmission and has some great features like: power convertible top, power windows, power door locks, leather interior, AM/FM Stereo with CD player and a whole lot more…. The exterior is in very nice condition and the paint is bright and shiny. There are some minor blemishes but really nothing significant, nothing more than would be expected from normal road use. The leather seats are in VERY GOOD condition and show less-than normal wear. The rest of the interior is VERY NICE, with just a small stain on the passenger-side carpet and some burn holes in the driver’s side carpet. PLEASE NOTE: There are several burn holes in the carpet on the driver’s-side, so this was obviously a smoker’s car. Now, we’re in Florida and most of the low-mile convertibles that we get are what we call “condo cars”. They belong to snowbirds who only use them when they’re down here during the winter. It rarely rains during the winter, so the cars are mostly only driven the top down. This car DOES NOT smell like smoke. If those holes weren’t there, you’d never know it was a smoker’s car. The only other “note” that I have, proves my point about this car going most of it’s life with the top down. The sun visors show a ton of wear and will probably need to be replaced or recovered. When you look at the wear, it’s obvious that this car must have never had the top up and those visors took a beating from the wind and sun. You can see them in the photos at the bottom of the page. In the pictures, the left front side-light and fog light are missing. The car was delivered to us like this and they seem to have been stolen. These have been ordered and are being replaced. This Eclipse has a clean ONE OWNER AUTOCHECK HISTORY AND a clear Florida Title! The factory 16″ Chrome wheels are in EXCELLENT CONDITION and the tires have plenty of tread. Mechanically, this car runs great, all electrics appear to work and the air blows COLD. I drove it to get these pics and it was a blast to drive, MUCH quicker than I’d expected.
